These counters are analytical estimates, not real-time counts of confirmed fatalities,
confirmed injuries, or direct Russian government spending. VSL estimates the economic
value of mortality losses; VSI estimates the economic value of nonfatal battlefield injuries.
Methodology
This counter estimates the economic value of Russian military fatalities
using the Value of a Statistical Life (VSL) framework. VSL is commonly
used in public policy and cost-benefit analysis to estimate the monetary
value of reducing mortality risk. It does not represent the moral value
or market price of an individual life.
1. VSL transfer approach
Because Russia does not have a transparent and reliable domestic wartime
VSL estimate, this project uses a benefit-transfer method from the VSL
literature, especially the approach associated with
Masterman and Viscusi
.
The U.S. benchmark VSL is transferred to Russia by adjusting for income
differences between the United States and Russia using GNI per capita.
Baseline aggregate VSL estimate:
approximately $1.28 trillion as of June 1, 2026.
3. Aggregate calculation
Aggregate VSL Loss = 500,000 × $2.55 million ≈ $1.28 trillion
The 2025 transferred Russian VSL is applied to the cumulative fatality
baseline because 2025 is the latest available full-year VSL and income
input. A more precise year-by-year valuation would require reliable
annual fatality totals, which are not available with the same confidence
as the cumulative estimate.
4. Live counter logic
The baseline VSL value is $1.28 trillion as of June 1, 2026. After that
date, the live counter increases at the average historical rate implied
by the period from February 24, 2022 to June 1, 2026. This creates a
continuously updated estimate synchronized to the current date and time.

This counter estimates the economic value of Russian nonfatal battlefield
casualties using a Value of Statistical Injury (VSI) framework. While VSL
values mortality risk, VSI values nonfatal injury risk. This distinction
matters because nonfatal injuries can impose long-term costs through medical
treatment, disability, lost productivity, reduced quality of life, and family
care burdens.
1. Nonfatal casualty baseline
The model uses 900,000 Russian nonfatal battlefield casualties as the baseline
injury estimate. This number is not presented as a verified medical registry
of wounded personnel. It is a modeling assumption derived from broader casualty
estimates and kept internally consistent with the 500,000 fatality baseline.
Nonfatal Casualties = 1.4 million total casualties − 500,000 fatalities
= 900,000
Russia does not publish reliable public data on battlefield injuries by
medical severity, diagnosis, disability status, or return-to-duty outcome.
For that reason, the model uses a scenario-based severity distribution:
Light injuries: 50% = 450,000 casualties.
Moderate injuries: 35% = 315,000 casualties.
Severe injuries: 15% = 135,000 casualties.
To avoid false precision, the model collapses the DOT injury-severity scale
into three broad wartime injury tiers: light, moderate, and severe. These
are economic modeling categories, not medical diagnoses.
3. DOT injury fractions and VSI values
The valuation uses selected U.S. Department of Transportation injury-severity
fractions of VSL. The selected DOT fractions are:
Light injury: 0.003 × Russian VSL.
Moderate injury: 0.105 × Russian VSL.
Severe injury: 0.593 × Russian VSL.

Light injury: $7,650 per injury.
Moderate injury: $267,750 per injury.

Most of the aggregate VSI estimate comes from the severe-injury category.
Although severe injuries account for only 15 percent of estimated nonfatal
casualties, they account for the majority of the aggregate VSI estimate
because the economic harm associated with severe or disability-level injury
is much larger than the harm associated with temporary injury.
5. Live counter logic
The baseline VSI value is $291.92 billion as of June 1, 2026. After that date,
the live counter increases at the average historical rate implied by the period
from February 24, 2022 to June 1, 2026.

6. IMF expenditure comparison
The comparison section uses IMF World Economic Outlook benchmarks to show the
live VSL + VSI estimate relative to annual general government expenditure.
The benchmark is calculated as nominal GDP in U.S. dollars multiplied by
general government total expenditure as a percentage of GDP.
